U.S. and Canadian citizen children under age 16 arriving by land or sea from a contiguous territory may present an original or copy of his or her birth certificate, a Consular Report of Birth Abroad, a Naturalization Certificate, or a Canadian Citizenship Card.

But the SS Card will not be enough.

Op here - This is what I understood. The passport is new knowledge so Mexico would definitely be out. I expedited a birth certificate and it might get to us in time while in CA. If it arrives in time, we'll take a trip to baja

How do you not have a birth certificate for a 1yo? Just enjoy California. There are so many places to go. If you run out of places to visit, go to AZ, NV or NM.

You used to be able to travel to Mexico and Canada and the Bahamas and some other countries without a passport. Taking a birth certificate for a child's ID was fine. That all changed after 9/11, but it was fine before that.

Not OP, but I never got around to getting my kid's birth certificate until I needed it for school. In DC you have to request by mail or go down in person, it doesn't get mailed to you automatically.

Good grief. We requested four or five of them. Easier now than if you should move away.
