Concentrate on second tier state schools.

With that GPA, I would expect my DC to get a job or prove himself at community college for a year or two. Those kind of grades don't indicate university readiness to me.

This is probably your best bet. Otherwise your're looking at paying full-freight at a mediocre college

Go to a CC, then transfer to a decent state school, in-state.

BTW, what is a B- average? I think that technically works out to a 2.75. If that's the case, then definitely look into a CC for the first couple of years.

Anywhere halfway-decent is going to want at least a 3.5 GPA with a 1800/2400, or higher, SAT.
