How to politely refuse(or set up rules?) other moms bring kids to use our pool

Don't invite - but if you decide to have a party or two, have the rule that no child goes in the pool unless their own parent is in the water. That's what my cousin does at her pool. A parent, in a swimsuit in the water with any child who is not a swim trained, competent swimmer.
