Big Pharma is not government. If you dislike them that is a separate discussion. They aren't really big into Seismology.
The FDA is a regulator of industry. They don't fund or control science. Again, VERY LITTLE Seismology going on there.
NASA? Eh, they have a role, mostly remote seismology.

But the remote sensors around the world are mostly operated by university scientists. And there is no man in a black suit whisking away with printouts whenever an incident happens.

Did anyone checks out the DUMBs youtube video in the original post. At around 1:36, it looks like the subway that runs between the Senate Office Buildings and the Capitol. I don't work on the Hill, so I am not sure. But if true, that is that is pure genius. No one would ever think to disguise a DUMBs as a branch of Government. Who would try to bomb that?
