Would you be pissed if a waitress did this to you?

I am a restaurant manager in a place like this. When we sell dessert from the floor, we take your card or cash, make the order and bring you the dessert, change, and receipts. If one of my employees ever did what your waitress did I would want to know. If it's a new place and the owners first run in the restaurant world it may not even be a procedure he's really thought through.
