Her death was ruled a homicide. And, there is this....“indicating the death was caused by the actions of another individual” and should not be interpreted as a declaration of criminal guilt, the office said in a statement.

Where was her family? They seem to be quite interested now so they can file a lawsuit. Where were they when she was arrested and yelling at imaginary people and suffering from mental challenges? Why was nobody supervising her?
How long was she at the bus stop? Did nobody see her there?

Nothing you said contradicts the OP.

There is some information missing, but all available information points to the implication that the abandonment by ICE was the medical examiner's determined cause of death.
Any other interpretation, such as that someone else kidnapped her afterward or attacked her, is extreme speculation.

So what ICE did was horrid. So yes ICE has accountabiltiy. However, there should be some accountability of what happened before? Why is someone having a mental health crisis and yelling in the streets locked up for 6 months?

She was held in jail because she was not psychiatrically sound to stand trial, and she wasn't able to post bail. Once she was in jail longer than any potential prison sentence for the crimes she was charged with, I hear there's no point holding her longer.

Are you curious why United States doesn't have compassionare inpatient psychiatric care for indigent people?

Stop and think logically. Most likely she wasn't yelling in English but Haitian Creole, so how did anyone even know what she was yelling? Finally a magistrate said he could charge her for threatening imaginary people. So all charges were dropped. Why did this take SIX months. Her preliminary hearing was delayed SEVEN times.

This was a low level misdemeanor. How much money did Washington County, PA waste jailing her for SIX months and having her undergo multiple psychiatric evaluations? The Washington County Jail (located in Washington, PA) is approximately 25 miles away from Charleroi, PA where she was arrested. When inmates get released they are not returned to where they are arrested. It is unclear if she would have been able to call home.

So yes ICE absolutely shouldn't have dumped her, but she was failed long before. This tragic case starts with being held for a seemingly sham non-violent misdemeanor for SIX months with no chance of making bail.

Don't you understand yet that ICE is notorious for scooping people off the streets and disappearing them such that their families, lawyers, etc cannot even find out where they are or what happened to them? This lady was fine before ICE, family knew where she was and took care of her; but disappeared and dead after ICE, with family having no info on what happened. This keeps happening with ICE. It's not a bug, it's how they operate.

Death caused by the actions of another person means someone is killed by that other person. Doesn't mean that person is necessarily criminally culpable. It's literally the definition of homicide.

However, when a person is taken into custody, law enforcement thereby has what is known legally as a "special relationship" with them and has a duty to protect. As for supervision, ICE and jails do not arrange discharge plans when they let people go. She had psych evals so presumably if she qualified for inpatient admission she would have been sent to whatever facility they use for mentally impaired people in legal custody (typically a state hospital--they DO still exist, they just don't house people en masse as in the past). And once her state proceedings were dismissed, whatever public defender she had would no longer be representing her.

As for her family, Once ICE is involved people have a very hard time locating people who have been taken into custody. And ICE transported her 25 miles from where she was jailed.

As for people seeing her at the bus stop, if you passed a woman shivering at a bus stop, would you stop to see if she was all right?
