FWIW, the snail mail acceptance letter my dc received from W&M mentioned that Provost is extended to a "few" of OOS admitted students.

My kid was a semifinalist but didn’t pursue it. Final selection was not until April, I believe.

Right. Monroe is offered to something like 10% of admitted students. The Provost Award goes to the subset of Monroes who are also OOS.
