VA has some interesting liquor laws. This one always gets me:

Exceptions for Minors: Underage consumption is permitted within a private home, provided a parent or guardian is present.

Oh well. Happy Birthday! Hope she gets some decent vodka. Stay away from the bottom shelf rotgut stuff!

Meh. I grew up in Wisconsin where it is perfectly legal to take your 10 year old to a bar and let them drink. The establishment isn't obligated to serve said 10 year old, but they are able to

Stop a police officer and ask them. A person that has their 21st birthday tomorrow can’t get into a bar if they show their legitimate driver’s license tonight.

The three law enforcement officers I asked said, if the minor was calm and respectful they’d let him or her go, but have them pour the alcohol out. If, though, they came at them with the attitude uninformed parents here have brought to the conversation they’d arrest them.

In Masssachusetts it's pretty much the "Five P's" relating to a minor consuming alcohol:

1. Presence (minor must be in the presence of parents)

2. Premises (must be on the same premises lawfully occupied/owned by the parents)

3. Permission (must have permission from parents who have knowledge of their minor child consuming alcohol)

4. Parents (you can only decide for your own children, not their friends); and

5. Patrol (you have to be personally active in monitoring everything from start to finish)
