Somehow, the military or embassy failed to register her birth (military hospital) properly. She and her sister had to go through some kind of citizenship process after they returned. I wonder about this, too. Those born elsewhere and adopted in the USA should get ss#, a passport, and certificate of citizenship. The birth certificate with adopted parents is automatic after court procedure, but the other documents have to be sought out.

I remember when a friend who adopted Korean children went to Baltimore to get their naturalization papers. They were both adopted at around 1 year old, as I recall. It was after the adoption was finalized.

It sounds like someone dropped the ball on this, but I doubt the woman will be deported if she has documentation of her adoption, etc.

Well YMMV but I’ve actually been in two Ethiopia orphanages in the early 90’s and the kids were orphans. Heck, if you walked around Addis, especially the marketplace, you had beggar children as young as six. It was sad witness. Many children were orphaned due to war, famine, AIDS, family displacement, and/malaria.

Interesting enough the babies in the orphanage were relatively easier placed for adoption to westerners around the world. However children over age three/fourish languished, especially the boys. Therefore the people who paid lots of money to adopt the infants and toddlers were subsidizing the long-term care of the older children.

While they may possibly be the case in some countries, it’s not the case in all. my adopted child was in a foreign orphanage when I found them, and became a citizen here, and is now proudly serving in USA military to protect YOU.
