Who died and left you in charge? My FIL is 84 and has never had any kind of automobile accident, not even a dent. However, he has been the victim of a teenager who rammed him from behind and the kid was high on drugs. Another time a woman was on her phone and ran a red light running into passenger side door.

No the neighbor did not turn when it was their turn. Neighbor did have a right turn signal to turn right into the driveway though. Saw this from another neighbor's yard.

You are asking for trouble. Older people get, the less they care about prison, and the more impulsive they might be in reactions to you being a busy body. Think about that.

Even if it was the neighbor's turn, if another car hits them from behind, that other car's driver is at fault.

I wouldn’t speak w/an elderly neighbor directly about this since it may cause some discord & I would have to see this person on a regular basis…..

I might however discuss this w/the neighbor’s adult child if I could wholeheartedly trust that they wouldn’t tell my neighbor that I approached them.

No state has a process for a random person to report an elderly driver like this.

Maybe not a random person but in MD if a family member writes a letter of concern, they will require the driver to get tested. I know this from experience with my dad.
