You don’t know the American foster care system at all. The children age out into homelessness barely able to read. Seventy percent of the incarcerated were in the foster care system at some point in their life. The shuffle from one abusive home to another. They end up in American gangs instead of Venezuela gangs. Anyone who can make the Venezuela govt look like they are noble and good guys are beyond any help at all. Venezuela is among the worst in the world. That they look good means we are beyond help.

They need to put in regulations that allow for the detention of kids along with their parents. In the 90s, a federal judge said this was not allowed, and caused most of our detention problems.
