A score at or above the 96th percentile is generally considered gifted. MCPS requires 90th percentile.

It is meaningless...very low bar. I remember a year when there was a mcps school where every kid met the criteria. Makes parents happy though! 😄

I think you can be below 90th on CogAT if you meet other measures.

The Board of Ed committee on special populations (Montoya, Stewart, and Rivera-Oven) is the one that oversees gifted students/education. You can bring it up with them. But be warned MCPS works hard to make it sound like they're doing a better job than they are, so be prepared to make the case that it's not working: https://mcpsmd.new.swagit.com/videos/341601
