So how can it NOT impact matriculation (and in turn, WLs)?

I agree the courts will block this. But even so, how can all of this not have an effect?

It’s not hard to imagine at least some (many?) international students will decide to study elsewhere (or take a gap year?) in an abundance of caution.

International students have been counseled to take a gap year just in case there is an issue. It is a sound strategy.

Np. There's a new admissions podcast out this week that is encouraging international kids admitted to Harvard from the fall to make "backup" plans just to be safe.
