OP I think this should work. Pic sucks because I was trying to take it discreetly but you can see they’re sitting in a booth and there’s a milk cup in the bottom left corner.

Do you seriously thing the management wanted the dogs there. Just as crazy as the people with dogs.
Management, owners, and workers are all disgusted with the dogs in the booth. Why nor discuss the law that allows customers to get away with it.

OP. I don’t want them dealing with a bunch of calls or bad reviews from random people online.

I’m sending the photo to the health dept and to corporate.

I also double checked service dog laws, and even if they were service dogs (which I don’t think they were), service dogs are supposed to stay on the floor, not sit at the table.
