Hannibal Lecter is now a constant theme. He usually mentions it in conjunction with discussing the border, so it’s probably a riff on “asylum” as related to migration and “insane asylum,” like the one Lecter was held at. I guess he thinks it’s funny.

I think he’s so far gone that he doesn’t understand the difference between insane asylum and seeking asylum.
