OP asked why they are letting DD take online classes, not making her, so it sounds like it was her choice. Good for the school for having options. DD needs to limit the information she gives him parents. They don't need to know the physical location of each class.

Since YOU are the one paying for the OOS tuition why are you allowing your kid to choose to take online classes?

No it's not. If kids are living in the dorms and on campus they should have in person classes. That's absurd.

Exactly $0 in tuition money goes to football or any other sports program. The athletic department has its own, separate, budget, and at a school like UTK that budget is huge.
