Did you talk with this county employee in person or simply on the phone? At least consider consulting with an elder care attorney. And keep good records of all your communications about this issue.

The way you’ve described the situation, this isn’t just a maintenance issue. It involves the health and physical safety of your parents.

Over the phone. I’m not aware of an in person option for consulting/assistance with these issues where they live. The employees are informed regarding the local laws however.

I feel for you, OP. Perhaps a nextdoor neighbor might be an ally in persuading your mother to address the infestation? My mother held her neighbor in higher esteem than my sister, who was trying to help as you are.

It would not hurt to get advice from an attorney who specializes in elder issues. Most likely better advice than from a county employee who may not have fully comprehended that you are talking about bats infesting the house. Do you know what qualifications the county employee has?

It is surprising that the county would suggest staying out of it when your parents are in danger in their own home.
