The difference between shelter and lockdown is relevant.
Whatever threat was made, the shelter indicates it was from outside rather than within. Had the concern been within the students would have been locked in classrooms and no instruction occurring.
I am glad they were cautious and maintained the shelter and that ultimately the threat was determined not credible.
