Why don’t parents care if their skip or misbehave in school

The school has no right to take away the phone. They didn’t pay for it. They can send home a note that it was used improperly but taking the phone and potentially losing it (I’ve seen it happen) is not the schools job.

Teaching is the school’s job, and that can be impossible if Little Johnny is ignoring the teacher all day to stare at his phone, or if Susie is playing her music so loudly that the rest of the students can’t hear the teacher.
