How to reconcile the fact that one of you wants something the other does not?

When it's a serious disagreement, they way I always did it was, the one who says "no" wins. So,

I want another baby
I want to move to DC
I want to remodel the kitchen
I want to cash in our 401k

etc. So I guess when there's a serious disagreement, to me, status quo must remain.
