Has the city considered arresting and prosecuting the thieves? This method has worked to stem crime for millennia.

I worked retail for awhile, and although I was certainly not "familiar with the national corporation's accounts" at my job, the amount of loss we suffered nationally and at our store individually was posted in our break room area every quarter. So this kind of thing can be relatively easy to deduce without access to all "accounts."


The people defending theft don't seem to realize it's coming out of their pockets when they shop. They think it's 'monopoly money' or 'fairy dust'. Of course stores will raise prices to cover the loss.
