Gay is keeping the large salary and cushy teaching job likely because its in the Harvard Corporation's best interest (and cheaper than the alternative) to keep her happy. It is also likely a provision in her employment contract.

Right, but the point is if Oxman is forced to revoke/withdraw her thesis for four instances, Gay will have to do it for fifty. And in that case, Gay is probably a candidate for her employment to be terminated because she is no longer qualified (no PhD) for the position.
In other words all the people screaming incoherently for Oxman’s thesis to be withdrawn or revoked don’t understand what they are demanding. That situation is worse for Gay, not better.
I could see a world where Oxman actually does that, to force the situation for Gay.
