Yeah agencies have understand this is normal. The paperwork is not for naught. You can try again another day.

If the parent has not been legally declared incompetent then you cannot force someone into their home. It is indeed frustrating but there’s nothing you can do. Many of us have been through the experience of having clearly-needed aides hired and rejected.
