The fact he documented it probably means he thought he was legitimately entitled to it, and that's why he isn't charged with theft.

What are you talking about? There were charges. Specifically, felony theft (for one of them) and misdemeanor misconduct in office (for both of them). Both of them pled guilty.

State's Attorney John McCarthy dropped any theft charges in exchange for Watkins pleading guilty to misconduct. Sorry this is so hard for you to understand. No one is being held accountable for the theft of $1.2M. Ewald is only being charged for theft from MCPS credit cards. There are no charges for the $1.2M in the off the books account.
