Watkins was only charged with misconduct in office. He was not charged with stealing $13,000. State's Attorney John McCarthy dropped any theft charges in exchange for Watkins pleading guilty to misconduct. Sorry this is so hard for you to understand. No one is being held accountable for the theft of $1.2M. Ewald is only being charged for theft from MCPS credit cards. There are no charges for the $1.2M in the off the books account.
