Nonsense! It’s a great age for her to learn semi-independent travel.

You can’t shelter your kids until the day they graduate high school and then ship them across the country to college.

The teen years are when to learn how to be independent as an adult.

Yes you can. And, across the country?! Who are you kidding? My kids have to stay in state for financial purposes.

DP. Many of us send our kids to schools that provide international trips, etc. so that they can experience the world that way and learn how to be on their own. And, yes, many/most parents on this site have children who will apply to out-of-state colleges.

And, even if they are in state, they surely will have to navigate smoking/drinking/drug culture in college. Help them learn how to deal with stuff instead of locking them in the house. This is not just a financial issue unless you are saying they will live at home and have teenage rules as adults in college.... which is bizarre.

And not just in college. Surely even some high school kids are smoking and drinking. And, yes, even some middle school kids. They'll learn from this.

Maybe the parent and student selected the program due to the information the tour company shared regarding the policy. Maybe the student had a previous trauma.

I assume they have spent a lot of money and are not getting the experience they expected.

Call the tour company and discuss it.

Excellent questions.

Exactly. If they are 18 yo teens and in a country where it’s legal to drink, I’m not doing anything. If they are 13 and in the US, that’s very different.

We're French, and in France teens can drink beer and wine at 16. That doesn't mean a group of teens should day drink and smoke during a tour, ruining the experience for the rest! What nonsense, PP. Please realize your ideas of different cultures are not accurate, and that it's particularly disrespectful to locals when silly tourists think "anything goes" when they're abroad.

The tour company must abide by its rules anyway.

It’s really sort of funny how some Americans think Europeans, and the French in particular, have a more Sophisticated attitude about alcohol. They don’t. Europeans generally are lushes and binge drinking is a huge problem with teens.

Sorry you're poor and also take things way too literally.
