In summer? No one will be wearing tights. The PP said it was just because they were outside in a cold climate.

If it's a formal funeral for an elderly relative, then people will wear sheer tights. You MIGHT get away without if your skirt is calf-length and your legs are tanned.

I don't think you have to wear black at a funeral anymore. Sure don't dress in happy colors but there is a change in expectations

What is wrong is you do not wear cocktail dresses to funerals unless you're celebrating the person's death, in which case, don't go.

A clueless guest wore a black all-sequined dress to my mom's funeral. It was quite the look. Almost anything else would have been a better choice.

The attitude now seems to be that it's more important to be there than have perfect attire. My 20 year old nephew wore jeans and a button down shirt and borrowed tie to his grandmother's funeral. His money went into getting there. By the next funeral he owned a pair of dress pants.

Doubtful. I work in a conservative profession, and ten years ago it was the running joke for the 30-50 year olds that no one even owned hose or sheer summer weight stuff anymore. Ten years later and were all in our 40s and 50s and I promise you no one had bought more hose. Again, if I’m winter maybe different because most ppl have some thicker opaque hose.
