If a restaurant has a 20% service charge on every check, do you still tip?

This is common in Miami. Enough international tourists (and perhaps Americans) were not tipping and caused this. I do not leave anything extra because I view the charge as in lieu of a tip. Incidentally, I tend to receive worse service when there is such a charge.

Yes, you should anywhere between -2% and -5%.

Is there any signage to warn you, or is it pure fraud?

Definitely not. And yes 5$4 spots that have this always seem to have worse service.
