Yes this! I got it for my DD around 9-10. She is 13 and still uses it for upper lip hair. She hates anything painful and has no interest in waxing. As a parent, unless you are experienced with waxing, I wouldn’t do it on a child. It is painful and can rip skin and be a really bad experience if you don’t know what you are doing.

I would take my DD to get it lasered in another year or two, if she is interested. You need to wait until a couple years after period onset for laser hair removal to be effective

Pointless. It will be several years before OP’s daughter can get laser. Do the consult close to when you can actually have it done

Often bleach doesn’t really stop the issue especially if it’s thick.
