Monday which is Halloween when TOT happens. Not sure what world you’re living in but TOT is on Halloween 10/31. Always

12, 8, and 4 but I don’t remember rain recently. I’m also not a walk around in the rain type of person so maybe I did a mall tot during those years.

I’m seeing “chance of showers, high 66” on Monday right now so there’s plenty of time for that to change before actual ToT. Regardless, as long as it’s not absolutely pouring, I’m sure you can still go out with jackets/umbrellas. When I was a kid where I grew up, it regularly was sub freezing with snow on Halloween. So 66 sounds great to me!
