No, it's more like huffing on your nails and then polishing them on your chest when you do something great.

Ah! So that's what the point of it was? I was pretty young (maybe 3 or 4) when my teenage relatives were doing it, and I wasn't really sure what exactly they were doing! Thanks!

I didn't hear it until my now 18-year old was in middle (ish) school. The only people I hear now who say it are kids/millennials.
