OP, are you asking about Route 1 and 235 in Fairfax County?

That intersection is such a s hitshow for so many reasons.

This is the one I travel most frequently as well, but I think they’ve now posted a sign at 235 that right on red must yield to vehicles making a u turn on route 1.

U turn. Easy. Right turn on red idiots these days never stop. You must come to a complete stop. Everything must be clear for you to proceed.

My grandma used to stick her arm out the window and make a big circle with her hand when she was making a u turn. Try that next time and see if you still get the finger
