Principal Placement-when to make a request?

Yes they will. This is what I think some people miss, just because you can do something doesn't mean that it is going to help you. There are ways to approach the Principal or AART and ask questions without making you look like the crazy parent. But when you start FOIAing documents about things like Principal Placement you do not make yourself someone that the Principal or AART might want to help. AAP isn't so special that I would want to put that type of target on my back.

It is this type of thought process that leads people to think that the AAP parents are crazy and a bit out of control.

Let your Principal and AART know that you are interested in Principal Placement. Take a look at the GBRSs and see what you can gather from them. Have a Parent/Teacher conference and talk to the Teacher to see what your child is doing in class. Reapply next year.

There are some schools were Gen Ed classes are really weak, the Title I schools mainly. Most schools have a good Gen Ed program. A kid who scored well on the CogAT and who had good but not great GBRSs will probably end up Principal Placed or in Advanced Math or in Level III or both Advanced Math and Level III.

Seriously, save FOIA for things that are really needed, like violations of IEPs, issues with poor bullying responses, and the like. Not how to get a kid Principal Placed in LLIV.
