
What you need to do is get a designation that anyone who does not speak a language that is frequently used in your area (i.e. Spanish in Silver Spring), and is otehrwise unable to make his needs known, is "culturally handicapped" and required special accomodations in the business place. All places of business shoud have at least one person available to can handle persons with your special needs! |

Clearly we need to pump dollars into special ed, because you need help. Not all immigrant children were born here. Some of them come over as young children or teens. They are the ones that need language help to get through school. And yes, kids learn languages from every source imaginable. Even high school language classes use foreign language television/film as a teaching tool. |
