On both the girls side and the boys side
Loudoun is so far in the middle of the pack. They are not going to be kicked out of ECNL. They are one of the largest soccer clubs on the east coast and while they certainly should be performing better considering their staggering player pool numbers they are in no jeopardy of losing ECNL status.
BRYC??? That is a different story though. Their younger teams are trending in the wrong direction but the boys side seems average.
Bottom line, I don't think ECNL tosses any clubs out of ECNL as a way of throwing GA a bone. They will probably try and pick off a few top performing GA clubs in areas they need to fill in, mostly the Mid West.
