Current 8th graders at NCS, applying out for 9th?

If the school won't address serious issues, why does the Board sit idle? I know the Board does not manage the school, but what happens when the school isn't managed? There have been multiple issues similar to this 8th grade problem. The tactic seems to be "ignore and let it go away".
