We adopted our cat from the Prince William county animal shelter about 6 months ago. They did not ask for proof of income or do any type of home visit.
The cat we adopted was not spayed. They do require all animals be spayed/neutered before going home--so if the cat is not already fixed, they will transport the animal to the vet they have a contract with and then you pick it up from there (vet). If the animal is already fixed, then you can take it home right from the shelter.
However, we adopted our cat the friday before memorial day, so they let us take her home and then bring her to the vet ourselves (still had to be the one they have the contract with, though) the following week.
I didn't really like the fact that we had to use the vet they have the contract with. It was kind of far away, and we already knew which vet we wanted to use (she was our first pet, so we didn't already have a vet) which was only a mile from our house.
When I went back to pick our cat up after the surgery, it took 2 hours!!! That was for both travel time, and they were extremely understaffed at the vet so it took a long time just to check out.
