applied for one job, but saw another (better)opening at same place--how to broach?

I applied for a fairly specialized job at a small organization (an institution within a larger university), and found out tht I made the short list and am invited for an interview. Its a decent job, but I am not sure whether its a real step up from where I am now (I'd be a bigger fish in a much smaller pond). But I applied because it would offer more autonomy than I currently have and thus more opportunity for leadership--I work for a very large, top heavy organization that is very, very slow to promote the 'next generation'--- and ultimately I want to move into a greater leadership/director role, so I've always known I have to go somewhere smaller and more flexible to Well, I just noticed that the same small (40 employees?) organization posted a job for an associate director in the past week. THt position is a bit of a stretch for me, but not entirely. However, it is a different 'track' than the one I applied for--and I sold myself on my 'specialized' experience for #1.

is there a way I can delicately apply for it? Do I interivew for the first position and if offered it, convey that I realize it does not provide enough growth for me since what I ultimately want to do is move into the kind of position that is being adertize? do I flat out say that I'm more interested in job #2? I don't want to suggest that I wasn't serious about job #1, or jeopardize the job by seeming like I don't reallyknow what I want.
