Someone has started sleeping on the sidewalk next to our house

It seems very focused on Snowden . He's been sitting in front of the 9/11 pavilion on the Sidwell grounds (future elementary school) a lot with his signage.

It’s DC. We typically don’t arrest people for assault here.

Actually, in DC, quite the opposite. Most of your front yard is probably also public space, but you have an easement (of sorts) over it. The sidewalk is totally public.

My front yard is public space? Maybe for sewer line repairs. Otherwise, I don't think so!

Set up an alarm clock that makes loud noises at random times. Any neighbor who complains to the police will just blame it on the street guy.

It's also a really $Hitty thing to do.

DC has a department for this and you can call churches or try So Others Might Eat and get some referrals. I understand wanting the person removed, but I'd like to be able to offer them a solution.
