Because he doesn't know how stuff works. Thr hydrogen peroxide fiasco should make very clear you'd need hundreds, if not thousands of gallons to impact a pool that large with pretty much anything. But sure, someone somehow parked a tanker truck near the reflecting pool, dumped in algae and somehow nobody noticed and it wasn't picked up by the many many cameras on the Mall.
