Is anyone else confused by all of these Penn State admits being rejected by JMU? Is that yield protection?

Penn State is #63 with a 54% admit rate. JMU is #148 with a 76% admit rate.

Realistically Penn State's acceptance rate for engineering with a fall start at University Park is much lower than the schools overall 54% acceptance rate. Almost nobody from my kid's school gets denied from Penn State, they just get admitted to a branch campus, even for engineering. Penn State's is ranked 20 for engineering, so I have a hard time believing admitted to Penn States main campus for engineering and waitlisted or deferred from JMU.
