This is easy to solve, have your child do two things;
1) your child should inform the teacher that the new girl is threatening her
2) your daughter should tell this child she doesn't have any candy to give.

OMG, reach out to the teacher. “Hi, Ms. Jones. I wanted to make you aware of a situation. I think that NewGirl may be having some trouble fitting in. Larla has come home on several occasions and said that NewGirl has asked her for candy and threatened to tell you that Larla is being mean if she doesn’t give her any.”

Teacher probably knows that NewGirl is having trouble. They’re not stupid.
