School should provide seperate classroom for kids who are unable to control their behavior with SD teachers. Give them time to mature and then mainstream them. Some kids may develop slower than others so adults need to give them time and space for these kids to mature on their own biological clock.

They used to do this - sent them to the basement where they did nothing. Now we are at the other extreme, the Least Restrictive Environment, mixed I to gen ed classrooms and it's a disaster. Somewhere in the middle would be better.... |
Best way to finish the disparity is to educate each child at his/her level.
So the smartypants 6th grader who is studying at a 9th grader should be promoted to the 9th grade. The 10th grader who is at the 4th grade level should be downgraded to 4th grade. When everyone will be at their level - they all will do well. After 13 years, every one leaves the school system, fully versed at their level. There will not be any disparity because kids at each level will be doing well. |

It is important to hold kids behind if they are basically uneducated at their level. Start by intense intervention during summer and make them repeat the year. And if they fail again in the same grade or any other grade, make sure that the parents have to pay fees to the school. |
Education is not a right but a privilege in many countries. |

And if the parent can not afford the fees, should we just not provide any education? Will your community be better off with less education for poor kids? You tax dollars will be providing assistance for their whole lives with good job prospects. Cycle of poverty.. |
