I looked it up and red is the signature color for the campaign to end violence against Native women. Ivanka was at a ribbon cutting to open an office dedicated to solving crimes against indigenous women, so that’s why all the women are wearing red. The red hand across the mouth is particualrly the movement’s symbol—notice the mask of the woman next to Ivanka.

Ok, that makes sense. In Winnipeg (Manitoba) a few years ago they did an art installation hanging red dresses on bare trees in the forest in winter re: missing and murdered indigenous women.
