This is absolutely untrue. Yes they move them around secretly but they also use helicopters, road closures and local police. This is a new way of doing this and they probably didn't anticipate the public interest.

If that’s the case, they can put out a vague statement like it’s a military exercise. I think that not knowing and vacuum of information from reliable sources is feeling a lot of speculation and disinformation, which is dangerous.
