Her hair looks great, and the dress is fine from the waist down. From the waist up, it's totally inappropriate for the occasion.

It does not look good. Her hair and make up look very nice, but the dress is way too revealing for a state of the union dinner. Again she manages to look trashy or half trashy in this case.

The dress is just so inappropriate. I might be willing to forgive the boobs but the sheer lace corset section is unforgivable. So completely wrong in every possible way for this event (it’s an ugly dress outside of this event) with all the resources available to them this being the best she can come up with says a lot. Michelle Obama wore a gorgeous red dress at one point.
