s/o follow up regarding neighbor who won't put dogs on leashes

So, I posted a thread a while back asking what to do about my neighbor who keeps walking his dogs off-leash after DH asked him to stop. He was out again the other morning, sans leash, and DH stopped to take a picture to report him to the HOA. The guy went crazy and proceeded to block DH into his parking spot by standing behind his car, with his dogs. DH asked him if he planned to stand there for long, and he said it would be a while until his dogs were done "doing there thing". Lunatic. Lunatic with dogs, even worse. We have another car, so DH calmly walked to it and left.

Assault? Y/N? Told DH he should have called the police. There were witnesses. What is wrong with people?

Almost the exact thing happened to us. Neighbor kept harassing us. Had to go to court for a peace order. Naturally, neighbor filed one against us, too, with false allegations. The truth came out - we won, he lost - but it was brutal.

DH said they were just watching looking a little alarmed. I told DH not to engage with the guy ever again, don't even look at him, just call animal control and drive away.

I think going to the HOA is useless. I responded last time, urging you to call animal control the next time he's out with the dogs sans leash. They should be handling the situation, not you.

no assault but I would've told him he has 30 secs to move before you call the police and say he's threatening you...

this will only get worse, of course, with a twat like that.

Your DH is doing the right thing by not engaging him. Don't get into it with him directly.

Can your phones take video? Any time he approaches you, start filming him openly.

Don't go to the HOA. Go directly to Animal Control. I did this and the problem was solved. Nothing scares shitty dog owners like Animal Control. Even worse than the police. AC doesn't play and if you get the right person, they will take the dog away immediately.

Even if you continue with the HOA route, get animal control or the police involved, too.

DH told the guy he would call animal control next time he saw it and the guy just said, "go ahead, all they'll see is me with my dogs on a leash by the time they get here". Douche. That's why I want to report him to the HOA because they can fine his ass.

This is not correct. AC will not take an animal away unless it has been violent or it is being abused! In your case, I assume there was more going on than a guy walking his dog off leash and simultaneously being a horse's ass.
