Honestly, so many people on this forum are so mad at everything else going on in the world and all the things that are out of control that they feel vindicated and walk around with moral absolutism about telling toddlers to behave in public but a majority of these posters would back away or ignore rude, impertinent, loud, etc behavior from their parents, siblings, husbands/wives, etc. I am constantly reminded about the fact that most adults expect better behavior from children compared to other adults.

OPs version sounds so one sided. I don’t believe that a mom would encourage a child to shriek that loud in public. I think OP may have thought that but you don’t know what went on when you couldn’t see her. If OP said it in a way that one would expect to address a 2 year old, then it’s fine, but the fact that she burst into tears makes me think OP said it in a tone that scared the girl. Either way, you have a right to say something but address the mother, don’t talk directly to a child when the parent is right there.
