You're missing the point which is that nursing home cases aren't the same thing as community spread. Montgomery County should be in phase 1.

Nursing homes represent communal living arrangements. I'm sure other crowded indoor areas will also get lots of cases if we go back to normal.

The thing that jumps out is the 70% hospital bed utilization target. Under normal conditions Maryland expects a 71% average utilization rate, so looking for 14 days under 70% during a pandemic seems... odd...

Yes, because a crowded indoor space is TOTALLY the same thing as a nursing home.

Yeah, that metric worries me. I wonder how that compares to other counties that are at phase 1. Seems like we’re on track with the rest of them.
