MSDE also talks about grade-level acceleration: Math 4/5 -> 5/6 or 6.

This idea that 'all we need is group cluster' is not supported in the MSDE / COMAR documents 'each system shall provide different services beyond regular program, during regular school day'

See, this is why it's great to have current parents on the Board of Ed. A parent of a 4th grader in a good compacted math class and a crappy homogenous ELC class is the exact person to know what's up and call it out.
